Biography
Vince is the founder and current President and CEO of Elliott Affiliates, Ltd. Early in his career, Vince worked as an Associate Professor at Morgan State University, where he taught the concepts of Performance Management. He wrote his first performance-based contract in 1974 for a hospital in Baltimore, MD. Since then, he has represented buyers across the country in writing, modifying, or updating over 500 performance-based building service contracts with an estimated market value of over a quarter of a billion dollars in contracted services. This experience has given him broad insight into the buyer's view of performance-based outsourcing. Vince is a leading innovator in integrating quality management concepts in the outsourcing strategy.
He is a leading consultant on using performance management techniques to establish continuous improvement systems for cleaning and facilities outsourcing. Vince has a bachelor's degree in Economics from Towson University and a Masters of Operation Research degree from Johns Hopkins University in Baltimore.
